jpelletier1 270ebe9641 feat: unified cloud settings entrypoint for Agent Canvas 
When connected to a cloud backend, clicking the gear icon in the
collapsed sidebar now opens the Enterprise Settings server in a new
window/tab instead of the local settings modal.

Changes:
- Added activeBackend prop to SidebarRailBody to detect cloud backends
- Modified collapsed sidebar settings link to check backend kind
- For cloud backends: renders anchor tag with target='_blank' opening
  cloud settings URL (https://{host}/settings)
- For local backends: keeps existing NavigationLink behavior

Tests added:
- SidebarCloudSettings: tests cloud settings link opens in new tab

Acceptance Criteria (from issue #16749):
- Verify cloud backend gear icon opens Enterprise Settings in new window
- Verify local backend gear icon behavior unchanged
